The court held that a petitioner for administration of an intestate estate must provide personal notice under Probate Code section 8110 to any individual whose identity is known and who might reasonably be an heir, even if the petitioner has concluded that the individual does not qualify, because the ultimate determination of heirship must be made by a neutral adjudicator and not by a self-interested party.
